Ted Haggard is apparently still telling people he has no formal association with the New Apostolic Reformation (NAR) and it's International Coalition Of Apostles (ICA). He recently reiterated this assertion on a radio program called "Issues, Etc." on 9/13/05. You can watch the Windows Media version of this interview here or access the MP3 audio here. Interestingly, since we exposed Ted Haggard as being disingenuous on these issues back in 2003, the ICA has finally made public part of their covert web site, which was a private site for members-only for years.

Of course the NAR collaborators will probably change the above URLs in response to reading this article (wink, wink). The current list, on the ICA site, lists the following as the "ICA Apostolic Council"

The NAR leadership think they are being clever by omitting Ted Haggard's name from the ICA Apostolic Council and ICA Membership rolls, obviously in response to our articles about him. But this does not belay the facts as follows:
(1) Ted Haggard has long been a prominent leader and supporter of the NAR working as a leader among those listed as the ICA Apostolic Council
(2) Ted Haggard continues to deny involvement in the NAR, not just the ICA.
(3) Ted Haggard is mentioned as a prime mover in the NAR in numerous places on the web.
(4) Ted Haggard is thanked by C. Peter Wagner on his Global Harvest web site for providing the grounds for a number of the NAR ministries on his New Life Church property in Colorado Springs, CO ... etc.
Let's put some facts straight on this continuing snow job ...
First, read the articles above. Everything we said is documented, and many of the statements Haggard has made in support of the tenets of the NAR are on video. Second, NAR members are famous for this kind of "spin" to cover their tracks. If you doubt that, go check this article about C. Peter Wagner claiming he knew nothing about Latter Rain doctrines till 2001.

Ted Haggard's longtime association with the NAR and ICA is no secret at all. On HarvestNET, an NAR ministry, it states this:
In this GI interview, Wagner states that he believes that the barriers of 'prophets' relating to 'apostles' as he proposes is solely due to the 'prophets' themselves, and not due to his teachings or presentations. He proposes they 'miss it' because they are suspicious due to woundings from the Discipleship or Shepherding movement. He also mentions they need to "change the way they submit" as the 'solution' to relating to 'apostles' ("how" they are to submit is not defined in this short interview, but may be defined by Tedd (sic) Haggard's local protocol and Wagner's own description of submitting all "words" to the apostle for total discernment and execution at the National School of the Prophets: January 28 -30, 1999, in Colorado). http://www.harvestnet.org/reports/aboutWagnerapostles.htm
Apparently Ted Haggard has been involved in defining "local protocol" for the NAR back at least as far back as 1999 at yet another NAR "School of the Prophets" conference held at his church. On the Glory Of Zion site, an NAR ministry, Haggard is listed this way:

On the Evangelical Fellowship of Canada site it states this:
Wagner also leads the International Coalition of Apostles (ICA) and the New Apostolic Roundtable. He is in partnership with prominent pastors, including Ted Haggard, president of the U.S. National Association of Evangelicals. Pastors Mel Mullen (Red Deer, Alta.), Naomi Dowdy (Singapore) and Harold Caballeros (Guatemala) are also partners. Beyond Jacob’s endorsement, Wagner’s apostolic authority is also blessed by prophets Paul Cain, Rick Joyner and Bill Hamon. http://www.faithtoday.ca/article_viewer.asp?Article_ID=155
It is of interest to see that Mullen, Dowdy and Caballeros are all listed as being members of the ICA but Haggard, a pastor "in partnership" with C. Peter Wagner of the NAR, is no longer listed. Haggard has had a long involvement with the NAR back to AD2000.
C. Peter Wagner (B. 1930). He is known as a missions strategist and heads the Department for Church Growth at Fuller Theological Seminary since 1971. All strategies and methodologies for the AD2000 & Beyond, for which he was a coordinator, and the Lausanne Consultations were developed at Fuller Theological Seminary beginning in the 1930s and are spearheaded by Peter. Wagner co-authored MC510 Signs and Wonders with John Wimber and took the course globally to every continent. He and John were the implementers of the 'restoration' of the missing "holy spirit" and reintroduction if the 'gifts and mission' to the church. According to various sources, the Post-denominational Church Movement and Ad2000 United Prayer Tract Spiritual Warfare movement, which were spearheaded by C. Peter Wagner, included co-leaders such as Francis Frangipane (co-pastor with Reuven Doron - who works under direct authority of Latter Rain leader, James Watt), Ed Silvoso, Ted Haggard, Cindy Jacobs, James Morroco, John Dawson, Esther Ilnisky, Larry Stockstill, Larry Lea and many others. http://www.seekgod.ca/fuller2.htm
On the International Coalition of Workplace Ministries web site (very similar name to the International Colition of Apostles!) which is an NAR ministry, Haggard's book is listed as a reference for "Ten Paradigm Shifts Toward Community Transformation". This book, along with others, has been a manual for the NAR "Transformations" movement.

At the latest graduation of the Wagner Leadership Institute, talked about on Wagner's "Global Harvest" site, Haggard is mentioned as a speaker and his church was used for the graduation:
MINISTRIES TODAY: Dr. Wagner, you recently graduated your first class from The Wagner Leadership Institute. Congratulations!
Wagner: We had our first graduation yesterday, which we incorporated with Ted Haggard as a part of the 10:30 a.m. worship service at New Life Church. It was fantastic. We graduated 19 people from the bachelor of practical ministry, master of practical ministry and doctor of practical ministry programs. Haggard seems to be present at almost every major NAR/ICA function. Here is another.
For the last fifteen years, Wagner’s Apostolic Conferences all over the country are boldly proclaiming in their advertisements that God is "shifting and establishing His governmental foundation." They urge, therefore, that we must all come under their apostolic authority. (Source: Inner-City Discernment Ministry.) Among his Apostolic buddies are Ted Haggard, Bill Hamon, Cindy Jacobs, John Eckhardt and Chuck Pierce. (Pierce, who oversees Wagner’s World Prayer Center, has said he has the "authority to gain the keys..." and often gives unbiblical first-person revelations from God to "entire tribes and nations." --- C. At the Firepower Ministries International (FMI) web site, which is a ministry of Jeff Beacham who is listed as a member on the ICA web site, Ted Haggard is mentioned as a speaker in a forum at this ICA "gathering":
ICA GATHERING, DALLAS TEXAS - The annual International Coalition of Apostles gathering took place in Dallas Texas early December (2002). Some 350 key leaders from the US and many other nations attended. Hosted by Dr Peter Wagner, Chuck Pierce, John Kelly and others, it proved to be one of the most stimulating conferences I have attended in many years. I had a chance to catch up with several Australians who were present, including David and Marie Cartledge, Alan Langstaff and Tony Fitzgerald. Dr Peter Wagner presided over four forums for three days dealing with such issues as: Historical Milestones on the Path to the Apostolic Reformation, Apostolic Ministry among Native Americans, Deliverance Ministries in The Apostolic Paradigm, Apostolic Power in Nigeria and Apostolic Covering and Sin in The Camp. Haggard is in regular contact and ministry with ICA Leadership and members. This is reported on 12/02 on the Communion With God Ministries (CWGM) web site, which has links to and is endorsed by many NAR members.
Urgent Prayer Focus to Avoid War – Pastor Ted Haggard
“Last week the Spirit of the Lord woke me in the middle of the night and powerfully spoke to me. He told me that if we could mobilize 1,000,000 intercessors to pray for Saddam Hussein, that he would leave Iraq, thus avoiding the need for a war. (DITC NOTE: This was a false prophecy!) After He spoke to me, I saw a series of visions of people suffering because of the horrors of war. Then I realized that God had a plan that He was going to fulfill one way or another, but that His greatest desire would be to remove Saddam without the suffering of so many. I have shared this with C. Peter Wagner, Chuck Pierce, the International Coalition of Apostles, and briefly on Daystar Network, and felt prompted this morning while praying at the World Prayer Center to write to you about it. My heart is burning within me about this, because we have the ability to simply have Saddam leave Iraq like so many other dictators have left their countries, thus opening the door for freedom without a war. Haggard endorses books setting the NAR agenda. David Cannistraci, listed as an ICA Member, wrote “Apostles and the Emerging Apostolic Movement” in 1996. It is stated that it is, “A Biblical look at Apostleship and how God is blessing His church today.” Bill Bright, David Yonggi Cho, Ted Haggard and Cindy Jacobs are some of the many endorsers. Cannistraci's close friend and mentor, C. Peter Wagner, has declared this book to be required reading for all his “Fuller” students.
Ted Haggard referred to himself and a number of other pastors, who attended the "Mobilizing The Prophetic Office" NAR conference at his New Life Church in May 2000, as "apostolic pastors".
The NAR World Prayer Center is located on Ted Haggard's New Life Church property, as well as the Sentinel Group of George Otis, Jr., another NAR "Transformations" promoter. Haggard may not be listed as a member of the ICA at this time, but he is one of the biggest promoters of their agenda in every way possible. In any case, this "unlisting" of Ted Haggard on the ICA site doesn't really matter. Look at the last DVD in our "The New Apostolic Reformation - What is it and where is it going?" series and you will see what Haggard supports. He hosts many of the NAR conferences in his church, some of the members are involved in his church ministries, and Haggard is a speaker in their conferences where he endorses and teaches the Latter Rain false teachings of the NAR. He asked people to come and spend money at the Mobilizing the Prophetic Office conference to learn how to be a prophet. He prayed that the apostolic would be restored to the "global church of the world" so that they could do "explosive ministry". We have it all on the DVD.
Ted Haggard has tried to hide these facts before, and we have the paper trail and videos to prove it. It seems that Ted Haggard is still trying to carry out a covert strategy among those who are uninformed even since he was voted one of the "25 Most Influential Evangelicals" in Time Magazine. One has to wonder why he is so embarrassed about his position on NAR issues that he doesn't want the National Association of Evangelicals, of which he is the president, to know what he espouses. His name is not on the ICA web site in order to try to hide what he is doing, even though he supports EVERY major agenda of the NAR.
Ted, if you support the teachings of the NAR, come clean about it! Or is this a fulfillment of Scripture?
